For many years China has been viewed as “the world's factory,” however, as the country has developed, rising costs have begun to push out many low added-value industries. As labour-intensive businesses move further afield, however, knowledge-industries such as [link widoczny dla zalogowanych] (BPO) are starting to take root.
With extensive government support and improved educational and training programs,[link widoczny dla zalogowanych], China's outsourcing industry is set to attract more international players in the coming five years. To give a clearer picture of the incentives available in this industry, RightSite analyzes the latest government policies encouraging the growth of business process outsourcing and surveys the industrial zones set up to assist investors in this growing sector.
Latest Policy Support
While many incentives were already available to high-tech investors, China's central government has recently put into place new policies that support and encourage the [link widoczny dla zalogowanych] in general, and software development in particular. The biggest source of assistance to the BPO comes from the “Guideline on Financial Support to Service Outsourcing Industry,” jointly issued by the Central Bank, Ministry of Commerce, CBRC, Security and Insurance Regulatory Committee and the State Administration of Foreign Exchange on September 7th, of this year. The guideline directs financial authorities to offer more financial support to the service outsourcing industry as part of the national initiative to restructure the country's economy and enhance employment.
Key Financial Supports Provided in the Guideline
Establish more channels for extending financing to service outsourcing companies and provide policy assistance for qualified companies that wish to list on domestic stock exchanges.
Offer preferential insurance rates to companies in the service outsourcing industry and to boost lending to these companies.
Simplify the settlement procedures for foreign exchange payment,[link widoczny dla zalogowanych], and reduce foreign exchange risks for the service outsourcing industry by encouraging RMB settlement for offshore business.
Service Outsourcing a Booming Industry in China
According to statistics from the 2nd China International Service Outsourcing Cooperation Conference, in the first five months of 2009, 1,057 new business process outsourcing companies were established in China, and the sector as a whole generated a profit of US$3.52 billion a 13. 2 percent increase over the same period in the previous year. The contract amount stood at 2.3 billion US dollars, with international outsourcing services taking 82.4 percent, a yearly increase of 45 percent. Wang Chao from the Ministry of Commerce also pointed out that foreign invested companies are the major contributors to China's software exports, which generates US$1.6 billion annually. Within the BPO industry, software generates most of the value; Wang stated that “ IT outsourcing is still the main form of service outsourcing, accounting for over 60% of the total output.”
Centres For Software Outsourcing
To help promote "China Sourcing" as a national brand, the government has designated 20 cities as software bases including Beijing, Shanghai and Dalian. The concept is to foster industry clusters in areas with the education facilities, labour pools and infrastructure that can make these centres attractive to foreign investors as development bases.
Softwares Parks in Second Tier Cities Showing Increasing Investment Opportunities
According to CCID Consulting, second-tier cities will be the major beneficiaries of expansion in China's software outsourcing sector. At the moment, Beijing, Shanghai and Dalian are the three major players in the service outsourcing industry, accounting for over 50% of the market share. Software parks in first-tier cities enjoy international investment environment, first-class infrastructure, easier access to talent, and more convenient locations. However, in the face of financial crisis, service outsourcing companies have become more sensitive to operating costs and investment return, which is making more affordable second-tier cities like Xi’an, Chengdu, Hefei,[link widoczny dla zalogowanych], and Wuxi more attractive. “Many multinational companies have also gradually set up offshore delivery centers or development centers in Tier-2 cities. For example, Microsoft has built a service outsourcing training base in Wuxi.” a CCID Consulting report indicates.
A Survey of China's Leading Software Parks Software Parks in First-Tier Cities Beijing Zhongguancun Software Park
Founded in August 2000, Zhongguancun software park was respectively granted as a “National Software Industry Base” and “National Software Export Base by China's National Development and Reform Commission (NDRC) and the Ministry of Information. The park already hosts over 180 companies, including IBM, Oracle and Hangwan, and these companies employ nearly 15,000 processionals,. At the moment, the second phase of the Zhongguancun park is under construction which will occupy 153 hectares and will include research buildings, accommodation facilities and public facilities.
Dalian Software Park
Dalian Software Park (DLSP) was established in 1998, and over the years has attracted a large number of multi-national companies, including IBM, HP, Panasonic, Sony, SAP,[link widoczny dla zalogowanych], Oracle, BT and Cisco. As a important national software base in northeast China, the service outsourcing industry of Dalian is focused mainly on the Japanese and Korean markets. Having expanded beyond its original base, DLSP currently operates business parks in Dalian, Wuhan, Suzhou and Tianjin with a total office capacity of 436,000 square meters across the four parks. Fully furnished offices and built-to-suit buildings or campuses are provided for businesses with different needs.
Tianjin Binhai Software Park
Located in Tianjin Hi-tech Development Zone, Binhai Software Park is the only state-level software park in Tianjin. The first and second phases of Binhai Software Park have already attracted over 70% of the software companies in Tianjin, and the third phrase of the park (planned to occupy 3.09 sqkm) is under construction now.
Shenzhen Software Park
Established in 2001, Shenzhen Software Park (SSP) ranked as number six in the 2008 ranking of China's Top 10 service outsourcing centers. The park now hosts over 500 companies employing over 40,000 people. The total revenue of SSP reached RMB 120 billion in 2007, of which over RMB 70 billion came from software sales and more than US$ 2 billion in software exports were generated. The part operates four branch parks in Nanshan, Futian, Shekou and Lou Hu districts of Shenzhen. Software exporting and outsourcing, embedded software, and integrated circuit design are three major segments of SSP's software exports.
Software Parks in Second-Tier Cities
Suzhou National New & Hi-Tech Industrial Development Zone
Suzhou National New & Hi-tech Industrial Development Zone (SND) was approved by China's Central Government as a “National Level Hi-Tech Park” in 1992. By the end of 2007, foreign-invested companies had committed a total registered capital of USD 13 billion, of which USD 6.8 billion was paid in. SND hosts now more than 1,[link widoczny dla zalogowanych],500 foreign companies. Some forty Fortune 500 companies set up 67 projects in the district.
Xi'an Software Park
Xi'an Software Park was founded in 1998 with a total area of 7 sqkm. As a subsidiary zone of Xi'an Hi-tech Zone, Xi'an software park now contains nearly 780 companies, of which 170 are foreign-funded enterprise. There were more than 71,000 people employed in the park by the end of 2008. Total revenue reached 22.7 billion RMB in 2008, and export value rose to US$110 million in the same year.
Chengdu Tianfu Software Park
Chengdu, as the capital city of Sichuan Province, enjoys the advantage of lower labor and operation costs for developers. Chengdu Tianfu Software Park was officially launched in 2005, under the administration of Chengdu Hi-tech Zone. The park was ranked as number ten in the 2008 ranking of China's Top 10 service outsourcing centers. Major investors in Tianfu Software Park include Accenture, Lafarge, Alcatel-Lucent, Nokia, Symantec, DHL, and IBM.
